Environmental Impact Assessment in Mexico

In Mexico, environmental impact assessment is primarily governed by the General Law of Ecological Balance and Environmental Protection (LGEEPA) and its Regulation on Environmental Impact Assessment. The Environmental Impact Statement (MIA) is the technical and legal tool used to assess the potential impacts of a project. Depending on the scale and nature of the project, the MIA can take one of two forms: specific or regional.

 

The MIA must include a series of key elements such as an environmental diagnosis of the project’s area of influence, identification and evaluation of environmental impacts, as well as mitigation and monitoring plans. This document is subject to a public review process and expert authorities, who will determine whether the project can proceed and under what conditions.

 

For more complex projects, which involve both forest land-use change and other aspects, a Unified Technical Document (DTU) may be required. This document combines the MIA with the Technical Justification Study required for land-use changes in forest areas.
